The Union "Century 21" is founded as non-political, non-profit, non-governmental organisation in December, 1998. The Saburtalo Regional Court of the City of Tbilisi in compliance with the Civil Code of Georgia and the Civil Procedural Code of Georgia accomplished registration of the Union, registration number: # 5a/0-124. The organisation is based in Georgia with its main office in Tbilisi.
Through the permanent programmes and ad hoc activities the organisation address challenges of the democracy building process in Georgia.
The Union "Century 21" is as well involved in cooperative regional and international projects with foreign partner organisations. In order to raise the efficiency of our activities and advocate for their implementation in everyday life we cooperate with relevant governmental structures.
The organisation conducts monitoring and research work, organizes various non-formal educational activities, issues publications and provides consultative work in areas of its expertise.

Membership - The Union member is either a founder of the Union or physical body joined later, who recognize the Union Charter, agrees with the Union activities and functions and signs a letter agreement that is later approved by the Union Board. The Union Board approves the membership based on the written statement of the applicant and a submitted letter of reference by at least one member of the Union. The Union member is authorized to: a) obtain general information, account and mail spear by the Union, b) Express his/her opinion and provide recommendation on the Union activities, c) elect and be elected to the Union bodies.
Union Meeting is the supreme body of the Union. The meeting is convened by the Board once a year at least or whenever requested by the Union interests. The meeting can be called under the written statement of one tenth of the members with the indication of respective agenda.
Union Board is an administrative body of the Union. The board is elected by the meeting of 2 (two) year-term. The Board mandate is valid after the expiration of the term until new Board is elected. The Board elects Chairman from its members, representing the Union in dealing with the third parties. Under the recommendation given by the Board Chairman the Union appoints the Executive Director of the Union. The Executive Director manages the staff and office Within his/her authority represents the organisation in relations with the third persons; Carries out negotiations with donors, presents projects and enters into the grant agreements by consent of the chairperson; Provides monitoring and assessment of the programmes.
